Empower Healthcare Solutions, LLC
Empower Healthcare Solutions is one of the four PASSE organizations operating in Arkansas, and the only one whose ownership is entirely Arkansas provider organizations. A PASSE is a Provider-led Arkansas Shared Savings Entity: a risk-bearing organization, part-owned by Arkansas service providers, that Arkansas Medicaid pays to manage the whole care of members with intellectual or developmental disabilities or complex behavioral health needs. Every member gets a care coordinator and a person-centered service plan, and the PASSE authorises and pays for state plan services and home and community-based services alike. Its owners are Arkansas Community Health Network, Woodruff Health Group, Independent Case Management Inc., Statera LLC, The Arkansas Healthcare Alliance LLC and TSCFI EP LLC.
