Arizona Long Term Care System (ALTCS)
ALTCS is the Medicaid long term services and supports program within AHCCCS for Arizonans who are medically and financially eligible for an institutional level of care. It has two arms: ALTCS for people who are elderly or have a physical disability (ALTCS-EPD), delivered by contracted health plans, and ALTCS for people with developmental disabilities, delivered by the DES Division of Developmental Disabilities as the program contractor for all 15 counties. Arizona is unusual in delivering its IDD long term services through this statewide capitated managed care program rather than through a conventional standalone 1915(c) HCBS waiver. ALTCS covers institutional care, home and community based services, acute care and behavioral health under one capitation.
