California Early Start
Early Start is California's Part C early intervention program for infants and toddlers from birth to 36 months who have a developmental delay of at least 25 per cent in one or more areas, an established risk condition, or a high risk of substantial developmental disability. It is administered by the Department of Developmental Services and delivered through two doors: regional centers serve most eligible infants and toddlers, while local education agencies serve children whose only qualifying condition is a visual impairment, a hearing impairment, a severe orthopedic impairment, or a combination of these. Services are set out in an Individualized Family Service Plan and can include assistive technology, occupational, physical and speech therapy, special instruction, service coordination, vision and social work services and transport. Family Resource Centers provide parent-to-parent support alongside the clinical services.
