Self-Determination Program (California DDS)
The Self-Determination Program is the participant-directed option inside California's regional center system. Created by SB 468 (Emmerson) in October 2013 and limited to 2,500 people during a three-year implementation period, it has been open to every eligible regional center client since 1 July 2021. A participant receives an individual budget based on their Individual Program Plan and chooses and directs their own services and providers, using a Financial Management Service to handle payroll and payments and, if they want one, an Independent Facilitator to help with planning.
