California Department of Health Care Services
DHCS is California's single state Medicaid agency. It runs Medi-Cal, the state's Medicaid program, and holds the federal authority for every Medicaid home and community-based services waiver in California, including the Home and Community-Based Services Waiver for Californians with Developmental Disabilities that funds regional center services. DHCS sets Medi-Cal eligibility and benefit rules, contracts with Medi-Cal managed care plans, and oversees behavioral health, Community-Based Adult Services, the Medi-Cal Waiver Program and long-term services and supports.
