Connecticut Office of Early Childhood
The Office of Early Childhood is the state agency responsible for early care and education, home visiting, child care licensing, Care 4 Kids and the Birth to Three System. It became the lead agency for IDEA Part C, taking Birth to Three over from the Department of Developmental Services, and it also runs Early Start CT and the state's child development and developmental screening campaigns.
