Connecticut Birth to Three System

Confirmed Profile

Birth to Three is Connecticut's IDEA Part C early intervention system for infants and toddlers with developmental delay or a diagnosed condition likely to cause delay. A single statewide referral line routes a family to one of about seventeen contracted local programs, which evaluate the child, write an Individualized Family Service Plan and deliver services in the home and other everyday settings using a primary service provider and coaching model. Evaluation, service coordination and the IFSP are free; other services are billed to insurance or Medicaid with a sliding family cost participation. The system moved from the Department of Developmental Services to the Office of Early Childhood and is no longer a DDS program.
