Quality Trust for Individuals with Disabilities
Quality Trust was created as an independent watchdog for the District's IDD system out of the Evans litigation, and it has stayed independent of the agencies it monitors. It provides free lay advocacy and legal advocacy for District residents with developmental disabilities and their families, runs Family Ties of DC as a family-to-family support network, monitors the quality of services people actually receive, and hosts a National Resource Center for Supported Decision-Making. It brought the Justice for Jenny case, which established supported decision-making as an alternative to guardianship, and continues that work through the Jenny Hatch Justice Project.
