Child Development Watch / Birth to Three Early Intervention Program

Confirmed Profile

Birth to Three is Delaware's IDEA Part C early intervention program for families with infants and toddlers who have, or are at risk of, developmental delays or disabilities. Local Child Development Watch teams complete evaluations and then work with the family to build an Individualized Family Service Plan (IFSP). Services such as speech therapy, physical therapy, occupational therapy and early childhood special instruction are delivered where the child spends the day, including the home and child care settings, and a family service coordinator helps the family navigate the system. Parents can refer their own child; a professional referral is not required.
