iBudget Florida Pre-Enrollment (the waiting list)
Pre-enrollment is Florida's statutory name for the iBudget waiver waiting list, defined in s. 393.065(5), Florida Statutes. People who have been found eligible for APD services but for whom the legislature has not appropriated waiver funding are placed in one of seven priority categories and wait until an offer of enrollment is made. Florida publishes the count by priority category and by county. As of 15 September 2026 there were 14,536 people on pre-enrollment statewide.
