Agency for Persons with Disabilities
APD is the Florida state agency that serves people with developmental disabilities as defined in Chapter 393, Florida Statutes: intellectual disability, autism, spina bifida, cerebral palsy, Prader-Willi syndrome, Down syndrome and Phelan-McDermid syndrome. It determines eligibility, operates the iBudget Florida home and community-based services waiver and the Consumer-Directed Care Plus alternative, licenses group homes, foster homes and adult day training centers, and runs the state's remaining institutional capacity at Tacachale, Sunland Center and the Developmental Disabilities Defendant Program. Services are delivered through six regional offices covering all 67 counties. People who meet eligibility but cannot be funded immediately are placed on pre-enrollment, the program Florida uses in place of a waiting list.
