Iowa Medicaid Home and Community-Based Services (HCBS) Waiver Program

Confirmed Profile

Iowa Medicaid, through the Bureau of Medical and Long-Term Services and Supports, administers Iowa's seven 1915(c) HCBS waivers: Intellectual Disability, Brain Injury, Health and Disability, Children's Mental Health, Physical Disability, Elderly, and AIDS/HIV. Each waiver has a CMS-capped number of payment slots, so most have a waiting list, and applicants are ranked by a Waiver Priority Need Assessment rather than by date alone. Iowa also runs a 1915(i) Habilitation state plan option that has no waiver slot cap. Once a person has a slot, services are usually delivered through one of the three Iowa Health Link managed care organizations.
