Illinois Department of Human Services, Division of Developmental Disabilities
The Division of Developmental Disabilities (DDD) is the Illinois state agency responsible for services to people with intellectual and developmental disabilities. It determines eligibility, maintains the PUNS database that functions as the state's waiting list, administers the three Medicaid home and community-based waivers for people with developmental disabilities, certifies and funds the community provider network, and operates the seven remaining State Operated Developmental Centers. Services are delivered through seven DDD network regions covering all 102 counties and through seven contracted Independent Service Coordination agencies. DDD has operated under the Ligas v. Whitehorn consent decree since June 2011; the Court Monitor found the State not in substantial compliance as of December 2025.
