East Texas Center for Independent Living
ETCIL is a consumer-controlled Center for Independent Living run by and for people with disabilities, serving 13 core counties in northeast Texas including Rains, Van Zandt and Henderson. It provides the five core independent living services - information and referral, independent living skills training, peer mentoring, individual and systems advocacy, and transition services - plus financial literacy and representative payee support and a Skill Center. Its Home by Choice program helps Medicaid-eligible adults and children move out of nursing facilities and other institutions.
